Instructions

    • 1

Measure the girl's waist with a measuring tape. Hold the tape close to the body with no slack.

    • 2

Cut elastic to the waist measurement, minus 2 two inches. Overlap the elastic ends 1/2 inch, and hand-sew the ends together.

    • 3

Measure from the girl's waistline to where you want the hem of the tutu to fall. Double this number to determine the length of the strips cut from the tulle. Cut vertical strips of tulle that are 6 inches wide by the length you determined, from both fabric colors.

    • 4

Stretch the elastic around a small chair back or other form to hold it in place. Do not over-stretch it.

    • 5

Fold the first strip of tulle in half and pass the loop under the elastic, then thread the end through the loop. Tighten the knot.

    • 6

Continue looping and knotting the tulle, alternating colors, until you have filled the elastic.
