Cut a 70-inch-long, 3-inch-wide strip of tulle, or a 9-inch-long piece of satin ribbon. The ribbon should be 1/4-inch wider than the desired length of the finished skirt.
Fold the tulle in half by bringing the short ends together. Fold it in half again two more times in the same way. If using ribbon, fold the ribbon in half once with the right sides of the ribbon on the inside.
Make a ring by sewing the ends of the ribbon or folded tulle together, 1/4-inch from the edge.
Sew 1/4-inch from the top edge of the ring with 1/4-inch long stitches. Place the skirt around the doll's waist, and pull the threads to gather the skirt at the waist. Knot the ends of the thread together. If making a dress as an accessory in a room, gather the fabric into a bunch and wrap the thread around the gathered fabric to hold it in place. Knot the thread to hold it in place.
Make a bodice by wrapping a piece of 3/4-inch-wide ribbon around the waist of the skirt. If the dress is on a doll, the ribbon goes under the doll's arms and over the gathered edge of the skirt. Fold under the end of the ribbon 1/4-inch, and sew the folded edge down to secure the bodice. Sew the bottom edge of the ribbon to the skirt.
Sew or glue on a sequin with a seed bead in the center for a brooch, if desired. You can also add shoulder straps made from 1/8-inch-wide ribbon or seed bead buttons.
