Open the square and position it in front of you. Fold the square in half and then fold it in half again. Mark the corner that has the fold lines coming from it on both sides with chalk. This is the center point of the fabric. Open the fabric out in front of you again.
Find the diameter of your waistline by measuring with the tape measure. Draw a circle of an equal diameter on the poster board. Take the circle in 5/8 of an inch and draw a smaller circle inside the first. Cut out the inner circle.
Set the center point of the circular cut-out on top of the marked center point on the fabric. Pin the circle down and cut around the circle. Remove the pins and discard the poster-board circle.
Measure a piece of fabric out of the 1/3-yard piece that is 5 inches wide and the length of your waistline measurement. Vertically fold the material in half. Fold over the bottom edges 1/2 inch. Repeat and iron the folds.
Lay the right side of the folded seam against the right side of the fabric around the edge of the circular hole in the center of the square of fabric. Pin the folded seam to the edge of the circle 5/8 inch in from the edge of the fabric around the circle.
Stitch the waistband to the seam allowance around the waist hole. Fold the fabric over along the bottom edges of the skirt and insert the hem tape up against the fold line in between the fold. Iron over the tape to hold the hem down.
