Fold fabric in half, with the wrong side of the fabric facing up and the right sides of the fabric facing each other.
Place foam pillow insert on fabric, off center, so that you have enough fabric left over for ties.
Allowing for one inch of fabric to extend beyond the edges of the pillow insert, cut the two pieces of fabric, using the pillow as a guide. Cut around the pillow insert.
Place the pillow insert aside and pin the two pieces of cut fabric together, placing pins about one inch in from the edge of the fabric. Leave a space about 1 foot long unpinned on one side of the pillow to allow for insertion of the pillow.
Using your needle and thread, baste around the pinned fabric, sewing about one inch from the edge of the fabric, but do not baste the unpinned area. Make sure you remove the pins as you sew to avoid striking a pin with your sewing machine needle.
Slip pillow into fabric to see if the pillow insert fits. If the fit is too tight or too loose, adjust the basting accordingly.
Slide pillow out of fabric and set pillow aside.
Using your sewing machine, stitch over the basting and leave the unpinned area open.
Remove the basting stitches.
Turn fabric to the right side
Insert pillow.
Thread needle with thread, knot end of thread and stitch the open side of the fabric closed with very small stitches.
Cut two strips of fabric, each 1 inch by 12 inches, for ties.
Fold long edges of ties in, to the wrong side of the fabric.
Iron edges so they are flat.
Fold ties in half, lengthwise, and iron fabric.
Sew along edge of each tie.
Center one tie in front of an end spindle on the rocker, and hand sew the tie to the cushion.
Center the other tie in front of the opposite end spindle on the rocker, and hand sew it to the cushion.
