Purchase 2 to 8 yards of tulle and ribbon or elastic in the color of your choice at a craft or fabric store. Male tutus can be pink, purple, black, red or green or any color you desire.
Measure the waist of the male who will be wearing the tutu to decide to ensure proper fit. Or, measure your own waist if you are making the tutu for yourself.
Based on the measurements, cut a long strip of ribbon or elastic that will accommodate the male waist, with room to spare for tying the ribbon in a bow or knotting the elastic, the wearer can easily slip on the tutu.
Cut the tulle into strips. The width of these strips will determine the fullness of the tutu.
Knot each strip of tulle to the ribbon or elastic, working your way down until the measured ribbon or elastic is full of knotted tulle. Tie each strip close together, so the ribbon or elastic doesn't show. If you wish to make a multicolored tutu, alternate different colors of tulle as you knot along the ribbon or elastic.
Decorate the tutu. Cover it with fabric glue, then sprinkle on glitter, sequins or anything you deem festive. Lay to dry for at least eight hours before wearing.
