Cut and remove a 4-inch band around the center of a plastic 2-liter soda bottle, leaving the bottom and top intact. Lay the mini submarine at the bottom of the plastic bottle. Sprinkle 1 cup of baking soda over the bottom of the bottle and on the mini submarine. Pour the vinegar and dish detergent into a tall, thin container, such as an empty prescription bottle, and place in the bottom section of the bottle.
Cut two small pieces of duct tape. Cut a piece of string long enough to reach from the top of the plastic container of vinegar to the spinning paddle of the submarine. Affix the string to the top of the plastic container and the spinning paddle with duct tape. Tape the top of the 2-liter bottle onto the bottom portion with a ring of duct tape around the entire seam.
Measure and cut a section of metal chicken-wire fencing 3 feet long and 6 inches higher than the 2-liter bottle. Roll the fencing end to end creating a pillar. Slide the bottom outward and the top inward shaping a cone around the 2-liter bottle.
Keep the hole at the top of the cone fencing the same diameter as the 2-liter bottle top. Spread the base out until the top rests on the bottle. Cut an additional piece of fencing to patch the triangular hole at the bottom of the cone. Intertwine the wire ends together to patch the hole with fencing.
Mix together the flour and water in a pan. Boil for three minutes and allow time to cool. Tear newspaper into long strips. Saturate the strips in the flour mixture and lay the strips over the fencing until the cone is completely covered in newspaper strips. Allow 24 hours for the papier mache to dry.
Paint the entire mountain brown. Allow one hour to dry. Paint red streaks cascading down the mountainside.
Place the paper mache mountain over the 2-liter bottle. Press the button to spin the paddle of the mini-submarine. Enjoy the amazement of onlookers as the volcano erupts, seemingly spontaneously.
