Making the Parachute
Draw a circle on the garbage bag that is a foot in diameter from end to end through the middle, taking care to trace a near-perfect circle. If your GI Joe brand action figure is bigger than the standard size, make your circle wider in diameter. Carefully cut out the circle using the scissors. Draw four circles, each placed near the plastic circle's edge, making sure they are relatively equidistant from one another. Use the hole punch to stamp out those circles, making four holes around the circle. Make sure that each hole is no bigger than the size of the hole punch.
Cut off or five lengths of yarn that are each a foot long. Thread one piece of the yarn through each of the holes of the parachute, taking care to tie a loop knot to fasten the line to the garbage bag circle. Once each of the holes are tied with yarn, take the lengths of yarn and make a "belt" for your GI Joe by tying each one around his waist. Make sure that the yarn belt is tightly knotted around the waist of the action figure before testing the parachute.
Test the drag of the parachute and the strength of the belt by dropping the action figure from a high point. Make sure it is at least 10 feet from the ground to test the parachute's full effect. If you find that the GI Joe is dropping too fast, cut a small hole in the center of the plastic bag. The hole will allow air to pass through the center of the parachute and balance the action figure on his slow decent to the ground.
