Lay out the 36 inch dowel on the ground with one end pointing towards you. Place the 18 inch dowel across the larger wooden rod 12 inches from the farthest end to form a cross. Cut a 12 inch length of kite string from the roll with your scissors. Wrap the 12 inch length of twine around the juncture of the dowels in an "X" formation to bind the wooden rods into their cross figure. Tie the ends of the string with a double knot to secure the frame.
Cut one half of your trash bag free with your scissors. Lay the plastic sheet under your frame. Cut the piece of trash bag in a diamond shape that is 3 inches larger than the dowels. Cut 4 lengths of kite string from your roll that are 6 inches long each. Wrap each corner of the plastic sheet with a 6 inch length of string and tie the ends with a double knot to secure the plastic to the frame.
Cut 6 strips of plastic from the unused piece of trash bag. Make each piece 1 inch wide and 4 inches long. Cut a length of kite string 24 inches long. Tie one end of the string to the long, bottom point of your kite with a slip knot. Tie a plastic strip to the string dangling from the tail of your kite. Slide a strip of plastic into a slip knot placed every 3 inches along the length of string and pull the slip knot tight to hold the center of each strip.
Tie the end of your remaining kite string to the juncture of the frame. Lift the kite so that the frame faces the ground. Grasp the roll of kite string in your hand. Run into the wind and allow the kite to lift off for its first flight.
