Measure a 90-inch piece of tubing and cut it with the pipe cutter. This will create a hoop with a 30-inch diameter. A lightweight 100 psi, 100-foot coil works well for a children's hoop because it is strong enough to maintain its shape, but light enough for kids to use.
Blow hot air inside one end of the tubing for 30 to 60 seconds with a hair dryer. Hold the dryer 8 to 10 inches away from the tubing to avoid melting the material.
Insert a plastic connector into one end of the softened tube. Repeat Step 2 on the opposite end of the tube and insert the other end of the connector into the other end.
Cut a 3-inch piece of black electrical tape. Cover the connector by wrapping tape around it.
