Select your base. Use a base piece at least eight circles wide for a smaller Pikachu. If you wish to make your Pikachu larger, use a larger base piece and simply expand the dimensions described.
Build Pikachu's feet. Begin by placing two black two-by-two bricks on the base, with three open circles between them. If you chose an eight-circle base, one of the feet will be against the edge of the base, while the other foot will be one circle away from the opposite edge of the base. On top of each of the black two-by-two bricks, place a yellow two-by-two brick. Connect these two towers by placing a yellow two-by-nine brick atop them. To the underside of that yellow brick, attach a black two-by-three brick (between the two legs) and two black one-by-two bricks (on the outside of each leg).
Build Pikachu's torso and arms. On top of the long yellow brick, place, from side to side, a one-by-two yellow brick, a two-by-two black brick, a two-by-three yellow brick, a two-by-two black brick, and a one-by two yellow brick. For the next layer, place, from side to side, a two-by-two yellow brick, a one-by-two black brick, a two-by-three yellow brick, a one-by-two black brick, and a two-by-two yellow brick. Finally, above this, place a layer of yellow bricks nine circles long.
Build Pikachu's nose, mouth and cheeks. On top of the existing top layer of bricks, place, from side to side, a one-by-two yellow brick, a one-by-two red brick, a one-by-two yellow brick, a two-by-three black brick, a one-by-two yellow brick, a one-by-two red brick, and a one-by-two yellow brick. On top of this layer and extending one circle beyond it on either side, place, from side to side, a two-by-two black brick, a two-by-three yellow brick, a one-by-two black brick, a two-by-three yellow brick, and a two-by-two black brick.
Create a side border around Pikachu's body. Extending downward from the overhanging black pieces (the ends of the eleven-circle-long layer), place a tower of five individual one-by-two black bricks.
Build Pikachu's eyes. On top of the existing top layer but one circle inside it on each end (returning to the nine-circle length), place, from side to side, a one-by-two black brick, a one-by-two yellow brick, a one-by-two black brick, a two-by-three yellow brick, a one-by-two black brick, a one-by-two yellow brick, and a one-by-two black brick. Above this layer place, from side to side, a one-by-two black brick, a two-by-seven yellow brick, and a one-by-two black brick.
Build Pikachu's ears and tail. Above the existing top layer place, from side to side, a two-by-two yellow brick, a two-by-five black brick, and a two-by-two yellow brick. On top of this layer place, from side to side, a one-by-two yellow brick, a one-by-two black brick, a two-circle-long gap, a one-by-two black brick, a two-by-two yellow brick, a one-by-two black brick, and a one-by-two yellow brick. Over the outside yellow bricks of the last layer, place a two-by-three black brick with two circles hanging off the outside of Pikachu's head. Below this, attach a two-by-two black brick followed by a two-by-one black brick, each flush with the yellow bricks of Pickachu's face. Above the blocks of the prior layer, just beyond the gap, place a one-by-two black brick, a one-by-two yellow brick, and a one-by-two black brick. Skip a circle, and place a two-by-three black brick so that two circles are hanging outside Pikachu's head. Below this, attach a two-by-two black brick. Finally, above the last yellow brick installed, place a one-by-two black brick.
