Assemble the axle and body of the vehicle. Make this a small piece, perhaps 2 or 3 studs by 6. Attach two points for the wheels, using either axle plates or bricks or technic pin bricks.
Build a leg of the cannon using a 10- to 12-stud plate as the base. It needs to be sturdy looking but thin. Attach a triangular foot-like piece on the end of the leg. Make two of these units, mirrored.
Attach both legs to the body of the cannon using hinge bricks. Attach the two so they are in the center of the model and can fold away from each other in a V shape.
Add a cannon barrel to the center bricks -- the hinges that attach the legs to the model. Use round bricks, cone-shaped bricks or rods to make a barrel that is at least as long as the legs. Older devices will have one, but a futuristic cannon may have several barrels. Attach the barrels so that they point away from the legs and are perpendicular to the wheels.
Make a shield out of several plates, which is as wide as the wheel base. Mount the shield on the front of the turret, to protect the men behind the cannon.
Attach the wheels to the axles you built earlier. Use the two legs, making them wider or narrower, to adjust the angle of the artillery cannon. The wheels will change the direction of the turret.
