Attach your 1-by-6 surface brick onto your 4-by-2 flat brick so that the first row of studs is covered. Use the remaining 1-by-6 surface bricks to cover the rest of the rows with all the ends hanging over the same side of the 4-by-2 brick.
Attach two 1-by-1 flat L bricks to the underside of the first two surface bricks, arranging them so that the L shapes fit together to form a 2-by-3 brick that covers all but the last row of the surface bricks. Attach a 2-by-3 flat brick to the underside of the upper two surface bricks so that it runs parallel to the two L bricks.
Attach a 2-by-2 flat brick to the underside of the middle two surface bricks so that one row of studs hangs out from under the surface.
Attach your 1-by-2 hinged brick to a 1-by-4 flat brick, positioned in the middle of the brick so that one stud hangs off of each side of the hinge brick. Place a 1-by-1 curved holder brick on each side of the 1-by-4 flat brick with the holding surface pointing in the same direction that the hinge folds. Place a 1-by-1 brick on each of the holder bricks studs.
Attach the overhanging studs from the 2-by-2 brick on the surface pieces you were working with earlier to the hinge, to form the lid of the Zamboni. Set this piece aside for later.
Attach your wheels to the underside of your 4-by-12 base, positioned two studs away from the left and right edges.
Place two 2-by-2 bricks along the back edge of the base covering both of the back corners. Place two more 2-by-2 bricks in front of each of the previous bricks. Place one 1-by-2 brick in front of the 2-by-2 bricks. Place two 1-by-2 bricks on the front column of studs on each of the front 2-by-2 bricks. Place a 2-by-2 brick behind one of the 1-by-2 bricks you just placed down, and the seat behind the other. Put the steering wheel in front of the seat.
Use nine 2-by-2 bricks to build a rectangle on top of your base. Start from the front back empty column on the base with two bricks, then add three bricks to the sides and one brick closing the front edge. Add a 2-by-2 brick to the inside edge of the rectangle as far forward as you can.
Place another ten 2-by-2 bricks on top of all the bricks you just put down to make a second layer on the rectangle. Place another six 2-by-2 bricks on top of these, leaving the front edge open. Then place a 2-by-2 brick in the middle of the front edge, leaving the corners open, to finish the base of the Zamboni. Set aside this piece for later.
Place your 4-by-8 flat base on your 4-by-4 flat hinge so that the hinge hangs over the edge of the base, with the hinged brick positioned in the middle of the base. Place two 1-by-2 hinge bricks on the hinged portion of the piece you just made. Attach this piece to the Zamboni base by attaching the hinged bricks to the row of studs behind the seat.
Place your 2-by-4 flat brick on your 4-by-6 flat brick so that it covers the top two rows of studs and leaves the outer columns open. Place a 1-by-12 brick on the bottom row of the 4-by-6 positioned so that the same number of studs hangs over each edge. Place a 1-by-2 hinge on the underside of the 4-by-6 on the middle of the first row of studs. Attach this piece to the Zamboni base by placing the hinged brick on the front edge of the base.
Attach the lid of the Zamboni to the base by placing the hinged brick on the lid on the 1-by-2 brick on the front edge of the rectangle, positioned so that the flat surface bricks are covering the open rectangle.
