Place the C-shaped 4-by-2-stud brick in the center of a 6-by-2-stud plate. Attach the two hull-shaped upward-angled bricks, 6-by-4-studs in size, at the front and the back to make the bottom of the helicopter's cockpit. You should have something shaped like a canoe.
Attach the 2-by-2-stud blue plates with sweeping wings--they look a little like a V-shape--at the nose and stern of your "canoe." Place a 1-by-8-stud plate on either side, so you have a blue O around the rim of the model.
Attach a blue 1-by-2-stud plate inside the cockpit, at the very front of the model. Place the 2-by-2 angled brick with the controls decal behind that. Leave a 2-stud gap, then attach a 1-by-2-stud blue brick as the back of the pilot's seat. Place a black 3-by-2 brick at the back of the cockpit interior. Place a 1-by-2 angled handle plate on top of the pilot's seat.
Clip the 4-by-4 angled nose brick to the front of the model. This brick should be the same shape as the blue plate below it. Attach the 1-by-1 stud three-sided plates to the sides of the model, behind the nose brick. These pieces look like three neighboring sides of a hollow cube, with a stud socket on the bottom. One of the upright sides should touch the nose brick, and the other should extend the outside of the model.
Extend the wall of the cockpit with a white 1-by-2 L-bracket plates on either side. Attach the "Police" decals to the outside of these plates. Attach the transparent windows inside the window bricks, and attach one to either side behind the bracket plates. Place the cockpit windshield brick over the front of the cockpit as well.
Clip the doors onto the front of the lockbox bricks. There are two of these units. Place the handcuffs in one box, and the binoculars into the other. Assemble both and attach them to the back of the cockpit, behind the windows, with the doors facing out.
Place a 1-by-4-stud plate across the top of the window and the neighboring box on both sides.
Attach a 2-by-2 upward angle brick to the very tail of the model, with the angle overhanging the edge of the model. Attach a 1-by-2-stud brick behind this.
Attach a grey 1-by-2 plate on the center of a 1-by-4 plate. Stick a blue 1-by-2 plate on top of the grey one. This piece will become the light unit.
Attach a 1-by-1 stud brick with a front-mounted stud to either side of the model. Both studs should point in the same direction, forward. Attach a black 1-by-1 cone to the front of both pieces. Stack two green 1-by-1 translucent plates on top of the left brick, and two red on the other piece.
Attach the light unit to the back of the helicopter, between the lockboxes and the 1-by-2 brick. Flip the model over.
Clip a grey 1-by-2 plate with a side-mounted handle to the front of the helicopter's underside, with the handle hanging forward. Place a grey 1-by-2 plate at the back of the underside. Attach the skids to the bottom of the helicopter, between these two places.
Attach two 2-by-2 plates to the bottom of the helicopter, connecting the beams that join the skids to the neighboring plates. Assemble a search light out of the white 1-by-1 plate with a top hook, and a yellow 1-by-1 translucent round plate. Clip this onto the handle at the front. Flip the model over.
Attach a blue 2-by-3 wing plate to the end of a 1-by-12 brick, so that it forms a near L-shape with the long, flat back of the wing matching the narrow back of the brick. Place a second 1-by-12 next to it.
Attach the two bricks with a 1-by-2 vent plate at about the middle, and a 1-by-2 plate just in front of the wing fin. Place a 2-by-2 plate with a Technic hole on the beam next to the wing, with the Technic hole on the side.
Stick the tail fin decals onto the tail fin piece. Attach this to the wing and Technic plate. This piece is the helicopter's tail. Stick a white 1-by-1 angled plate on the Technic plate, angled toward the back, and a red 1-by-1 angled toward the front.
Attach the propeller to a grey Technic pin and insert it to the Technic hole. Attach this tail section to the tail of the helicopter, so that the narrow front touches the lockboxes.
Place the 4-by-6 three-way angled brick, which looks like the opposite of the upward angle brick on the cockpit base, over the tail section and light unit, to attach the tail to the helicopter.
Attach two blue 1-by-1 angled plates to the top of the 4-by-4 curved plate. Stick the Police decal on top of this and cover the cockpit with it. Behind this piece, attach the 2-by-2 brick with an upright Technic pin in the center, and four 1-by-1 angled plates pointing toward that brick.
Attach the four 1-by-2 plates with clip joints on the end to the four ends of the propeller base. Place a 1-by-2 plate across the center of this propeller base, so that it joins two of the pieces. Stack a 1-by-1 white plate on the center of this, and attach the round radar dish to this piece.
Clip the four clip-jointed propeller pieces to the ends of the propellers. Attach this unit to the top of the helicopter.
Attach the clear 1-by-1 round plate to the lower lens of the camera-shaped piece. Attach a red one to the upper lens. Insert a wrench piece into the bottom of this camera. Clip this onto the handle of a 1-by-2 plate with a side-mounted handle, and attach this to the left skid of the model. Flip the camera up so it is out of the way.
Pull the windshield and roof off of the cockpit canopy to insert your LEGO pilot.
