Measure the doll's waist and hips.
Draw a line 1 inch longer than the doll's hip measurement down the center of a piece of paper.
Cut lots of lengths of raffia twice as long as long as you want the skirt to be.
Lay the strips of raffia across the pencil line with the center of the pieces along the line. The pieces should be perpendicular to the line. Place the raffia pieces so close together that you cannot see the paper through them.
Sew along the pencil line with a straight stitch and a short stitch length. Sew a second seam 1/8 inch away from the first seam. Tear the paper off.
Cut a piece of 1/4-inch elastic 1 inch longer than the doll's waist measurement.
Fold the raffia in half along the seams. Pin the elastic over the raffia with the fold even with the edge, stretching the elastic to fit the raffia. Sew the elastic to the raffia, stitching down the center of the elastic and keeping the elastic stretched as you sew. Stretching the elastic allows the finished skirt to go over the doll's hips.
Overlap the ends of the elastic by 1 inch, and sew the ends together to make the skirt.
