Heat your glue gun without glue.
Cut the top off the coat hanger with the wire cutters. Straighten the rest of the coat hanger using your needle nose pliers.
Crimp the coat hanger rod by folding it together 2 inches from the center. Grasp the fold with your pliers about 2 inches up from the fold and bend the longer side down so that it is perpendicular to the other side.
Maintaining grasp on the same point, bend the other side of the coat hanger back down so that it now looks like a straight line with a tongue sticking out of it. Release the pliers. Set the coat hanger aside.
Pick up a plastic ball in one hand and the glue gun in the other and melt a hole in the seam of the plastic that will be just big enough to insert the coat hanger through. Make another hole with the glue gun on the opposite side of the ball on the seam.
Pick up the other ball and make two small holes in it in the same manner.
Slide one ball onto one side of the coat hanger having the wire go through both holes in the ball. Slide the other ball on onto the other side. The tongue will be between the two balls.
Adjust the eyes on the wire to the correct distance apart for your puppet̵7;s face. Place the tongue facing downward. Use your glue gun with glue to secure the eyes onto the rod.
Bend the ends of the wires upwards beside the eyes and snip them with your wire cutters.
Lay the eye structure down. Glue the felt circles to the front of the eyes. Color center circles for pupils with your marker.
Glue eyelashes across the upper third of the pupils. Glue face material on the balls above the eyelashes so that when the eyes close they look like lids.
Make a slit in your puppet̵7;s face at the nose bridge and feed the tongue into the slit.
Make the eyes close and open by lifting the tongue and returning it to its downward position.
