Use the balloon hand pump to blow up one 260Q balloon leaving about 2 inches un-inflated This type of balloon is dedicated to creating balloon animals, and most craft supply stores carry these balloons.
Curve the balloon to make a rainbow shape and twist the balloons together a few times about 6 inches from the balloon ends. Some early twists may require many twists to hold the shape because much of the balloon is still un-inflated at that point. Holding the early twists while completing the other twists also helps the shape hold. This first balloon yields the basic fish shape, which includes a body and tail fin. Consider using a balloon color that closely represents the fish you are replicating. For instance, use orange to emulate a clown fish and gray for a shark.
Add balloon details such as extra fins or eyes. Create a top fin by twisting the ends of another filled balloon to the top front and top back of the fish. Make eyes by twisting the curved face section of the fish body and then grabbing a few inches passed the twist on the top and bottom balloon segments and twisting those sections together. This process results in two bubble eyes, to which you can add two black marker dots for the pupils.
Attach a balloon stick to the tie at the end of the balloon, which is located at the fin̵7;s edge. Holding the balloon stick and wiggling it with the fish horizontal makes the fish look as if it is jumping out of the water. Keeping the balloons flimsy also enhances the amount of movement the fish makes when it is shaken by the balloon stick.
