Stretch the opening at the neck of the 2-inch party balloon over the tap of the kitchen sink. Turn on the cold water and fill the balloon until it has expanded almost all of the wall. Remove the neck of the balloon from the tape and tie a knot in the end. Turn the water off.
Cut the neck of the balloon just in front of the knot with a scissors. Dispose of the cut balloon piece in the trash.
Cut the neck off eight 2-inch party balloons with the scissors and dispose of the cut pieces in the trash.
Stretch open the end of one of the balloons. Push the water-filled ballon inside the opening. Continue pushing until the water filled balloon is completely inside the other balloon.
Turn the balloon over so the open end of the other balloon is facing left. Stretch open the end of another balloon. Push the open end of the balloon over the right side of the water-filled balloons. Continuing pushing until the water-filled balloon is completely inside the other balloon.
Rotate the water-filled balloon so the other side is facing right. Repeat the procedure just completed with another balloon. Repeat this entire procedure another five times.
Stretch open the end of the 9-inch balloon. Push the open end of the balloon over the right side of the water-filled balloons. Continue pushing until the water-filled balloons are completely inside the 9-inch balloon. Tie a knot in the neck of the 9-inch balloon. Cut the end of the neck above the knot with scissors and dispose of it in the trash.
