Cut the hula hoop with heavy shears. Sever a portion of the hollow plastic completely to open it up to the hollow portion inside.
Make a mixture of one part water, two parts wood glue. Measure 2 cups of sand into a separate bowl and pour the glue mixture into the sand a little at a time, mixing with your hands as you go. Add just enough glue mixture to make the sand moist, but not runny (exactly how much glue mixture you'll need for this will depend on the density of the sand you have).
Stuff the sand into the hoop with your fingers a pinch at a time. Fill the hoop completely; shake and roll the hoop as you go to help the sand settle and avoid any air pockets inside.
Poke a few holes in the hula hoop using the nail and hammer. Space the holes every five inches and alternate placing them on the top, bottom, inside and outside of the hoop. These will allow the glue inside to dry.
Lay the hoop on a flat surface and let it dry overnight. The glue is dry when the sand no longer rattles about inside the hoop when you shake it.
Wrap electrical tape around the hoop all over its length. This will repair the cut portion and cover the air holes.
