Cut a piece of cardboard from a cardboard box so that it is about 4-inches wide by 6-inches long.
Tape two straws to either end of the length of the cardboard with tape. The straws should be parallel to the 4-inch edges of the cardboard and perpendicular to the 6-inch edges.
Poke a hole at the center of four plastic bottle caps using a compass. The holes should be big enough to fit a wooden kabob skewer but not bigger.
Insert a kabob skewer into each of the straws and attach a plastic bottle cap to each end of the skewers sticking out from the straws.
Insert a bendy straw into a balloon and wrap a rubber band around the balloon in order to attach the balloon to the straw.
Tape the end of the bendy straw sticking out of the balloon to the top of the cardboard car chassis and then blow up the balloon by blowing into the straw.
Release the straw. As the air comes out of the balloon, the toy car will ride away.
