Cut off the skinny end of the party balloon where it meets the round end. Throw the skinny end of the balloon away.
Place the round end of the balloon over one end of the paper towel cylinder. Secure the end of the balloon to the end of the paper towel cylinder with duct tape.
Put a sheet of construction paper on a table with the short end facing you. Fold the left side of the construction paper over until it reaches the right side.
Fold the bottom of the construction paper up to the top. Smooth out the paper.
Open up the construction paper. Cut through the horizontal crease using the scissors. Cut through the creases in the two pieces of construction paper that you now have.
Wad up into a ball each of the four pieces of construction paper that have now been cut up.
Put a wadded ball of paper into the open end of the paper towel cylinder. Raise the free end of the paper towel cylinder up so that the wadded ball of paper falls into the back end of the paper towel cylinder against the balloon.
Aim your toy gun at a safe target. Pull back on the balloon while holding onto the wadded piece of paper. Release the balloon and the wadded piece of paper to fire your ̶0;projectile̶1; at the target.
