Flip over the funnel so it stands on its mouth on your work surface.
Drill four holes in the funnel just above the rim. Drill two holes on one side, 3 inches apart. Drill the same-sized holes on the opposite side of the funnel. The holes should be larger in diameter than the tubing.
Cut the tubing into two segments. Each segment should be eight to 10 feet long.
Thread one section of tubing through one set of holes so that the loose ends are on the outside of the funnel. Repeat with the other segment through the other holes.
Tie the rope through the washer and insert it into the funnel so both rope ends come through the narrow end of the funnel. Hold the washer in place by attaching the other washer on the exterior of the funnel and tying a knot in the rope. This will serve as the handle for the person launching the balloon.
