Lay your tissue paper out on a flat surface. Smooth it out, getting rid of any wrinkles or bent sections. Measure a strip of tissue paper 24 inches long. Cut it so it is 1 1/2 inches wide. Use this one strip as your model and cut a total of 100 strips.
Separate the strips into two piles of 50, one for each pom pom. Lay one strip out on a flat surface. Place a second strip over the first but at a slight angle so it crosses ever so slightly. Place the third strip over the first two and at a slight angle from the first but in the opposite direction of the second strip.
Continue to lay down strips, crossing and alternating sides as you lay them down. Do this for all 50 strips for each pom pom. Grab the strips in the center, 12 inches inward. Carefully place a rubber band around the center. Be careful not to tear the strips but make sure you get the band around securely.
Cut a 3-inch strip from a 2-inch wide ribbon. Plug in your hot glue gun and warm it up. Cover one of the ends of the ribbon with hot glue. Place it over the rubber band, centered on the tissue paper strips. Press down and hold firmly to secure. Wrap the ribbon around the tissue paper strips as many times as it will wrap. Cover the other end of the ribbon with hot glue and press it down into the ribbon to secure. Repeat on the other pom pom.
