Wrap the mouth of a large deflated balloon around a garden hose.
Hold the mouth of the balloon firmly around the mouth of the garden hose. Turn on the water slowly, and fill up the balloon halfway. The water in the balloon helps prevent it from blowing away in the water.
Turn off the water, and carefully remove the balloon from the garden hose. Blow air into the balloon until it reaches its maximum capacity. Do not overinflate the balloon to prevent popping.
Tie the mouth of the balloon into a knot after inflating to prevent air from escaping. If you find it difficult to tie a knot, use a piece of string to tie the mouth tightly.
Decorate the balloons with waterproof colored markers. You can purchase waterproof colored markers at an arts and crafts store.
