Put some newspaper down on a table. Place one popsicle stick down on the newspaper. Position the stick horizontally in front of you so that it's parallel to the edge of the table.
Put another popsicle stick on top of the first one so that both are even with the other from edge to edge.
Move the left end of the popsicle stick that is on top a couple of inches off of the left end of the bottom popsicle.
Put another popsicle stick on top of the two popsicle sticks so that both ends of the popsicle stick on top are even with both ends of the bottom popsicle stick.
Hot glue the end of the top popsicle stick where it touches the center popsicle stick. Hot glue the end of the bottom popsicle stick where it touches the center popsicle stick.
Hot glue the other end of the top popsicle stick to the end of the bottom popsicle stick.
Insert a fourth popsicle stick half way through at the center between the top and bottom popsicle sticks.
Angle the top of the popsicle stick that was just inserted between the two other popsicle sticks so that it touches the end where the top and bottom popsicle sticks are glued together. Hot glue the end of the fourth popsicle stick to the end of the top and bottom popsicle sticks to form a "V."
Hold the popsicle sticks by the 'V" that forms a handle with the three ends that are glued farthest from you.
Put a rubber band at the end of the popsicle sticks that are farthest from you.
Stretch the rubber band and put the other end onto the end of the center popsicle stick that is sticking out from the others and is closest to you.
Aim the rubber band gun you have made at a target and release the rubber band from the center popsicle stick with your fingers to fire the rubber band.
