Enter Zora's Domain as older Link. This once watery paradise is now frozen over. Note King Zora, who is encased in a block of ice near Zora's Fountain. Enter the Ice Cavern near this spot.
Defeat the Freezard -- monsters that breathe ice on you -- in the first room, and then collect all of the silver rupees in the next room to open a new area. Beware the spinning blade in the center of this room.
Climb a platform in the next room and fill your bottles with blue fire, which you can use to melt red ice. Use the blue fire to free a treasure chest with a map of the cavern inside.
Go back to the room with the spinning blade and melt the red ice to get to a room containing a heart piece and a treasure cheat with a compass inside. Refill your bottles with blue fire. Backtrack to the central room with the blade and melt the red ice on the other wall.
Enter the room past the melted ice and slide a block around to reach all of the silver rupees. Once you collect all of them, the next path will open.
Head down this corridor and defeat the White Wolfos. Once you dispatch them, a treasure chest will appear with Iron Boots inside. Equip these and you can sink into the watery hole behind the treasure chest.
Exit the cavern and burn the red ice that encases King Zora. He will give you the Zora Tunic as a reward.
