The Anchor's Purpose
Each of the first seven worlds contains an airship on the final level. You must make your way across the airship to the boss's lair, where you have to defeat one of the Koopa Kids. If you fail, the airship will migrate to another part of the world. Sometimes, it will go behind a level you haven't beaten yet. The anchor will keep the airship in place so that you can immediately try to defeat the Koopa Kid again. When you're at the airship, press the "B" button to call up your item menu. Use the directional pad to scroll to the anchor and press "A" to put it in place and secure the airship.
Anchor Locations
You can get anchors in three white mushroom houses in the game, but none of these are initially available on the map. To access these houses, you must earn a minimum number of coins in certain levels. Get 30 coins in World 2-2, 22 coins in World 4-2 and 78 coins in World 6-7 to make these mushroom houses appear.
Navigating the Airships
Each airship level scrolls horizontally, and you must dodge dozens of cannonballs and wrenches that are hurled at you by moles. Don't rush, and stay as close to the center of the screen as you can. By staying in the center, you can see the dangers that appear in front of you, and you'll also be able to avoid getting caught behind obstacles as the screen scrolls by, which results in death.
P-Wings
The white mushroom houses in other worlds contain P-Wings, which allow you to fly all the way through a level, bypassing the dangers and obstacles below. Collect 44 coins in World 1-4, 44 coins in World 3-8, 28 coins in World 5-5 and 46 coins in World 7-2 to earn mushroom houses with P-Wings inside. You can also earn these by completing most of the airship levels.
