Examine the character of Frost (see Resources). She has a fairly simple costume, done in black and blue. Many parts of the costume can be cannibalized from other pieces of clothing, but you may have to make some.
Assemble the under-costume. Frost wears a tight, black shirt with no sleeves. Form-fitting exercise gear works particularly well for duplicating the combat-ready look that Frost should have, and it makes a good, black base for the costume. There are various interpretations of her lower half, ranging from a black bikini-like costume to a full-length pair of skin-tight pants. She also wears black boots and black gloves that go up nearly the whole arm.
Put together the jerkin. Frost wears a loose-fitting, blue jerkin. The jerkin is slender, covering her shoulders and breasts but leaving most of the torso as well as her sides bare. Tear off the arms of a loose-fitting, silky blue shirt. Trim the front with scissors so it leaves the proper exposure down the front of the chest, upper back and stomach. To help anchor the jerkin, use some additional material (such as the arms you tore off) to tie a blue sash around the waist. Tie some material around the middle of your right thigh like a garter; this is a signature piece of Frost's costuming.
Assemble the accessories. Frost's mask covers her mouth, nose and lower face. Spray-paint a paint respirator mask icy blue. You can also mold your own mask using friendly plastic that you can tie in place around the back of the head. Additionally, Frost wears gauntlets over the backs of her hands that armor her forearms and hands, but which leave the fingers free. Safety equipment for inline skating is a good bet for this costume piece.
