  Stop on any of the character selection screens prior to the final battle with M. Bison.

  Position your cursor over Guile. (If you're not in Arcade mode, position your cursor over E. Honda.)

  Press Up on the control stick.

Classic Version

  Stop on any of the character selection screens prior to the final battle with M. Bison.

  Position your cursor over Ryu. Wait two to three seconds, then select T. Hawk. Wait another two to three seconds, then select Guile, Cammie and finally Ryu again, waiting two to three seconds each time. If you're not in arcade mode, follow the same format but select Ryu > Right Side Random Select Box > Guile > Sagat > Ryu.
