Download and install EditVoicepack X 4.0 from Editvoicepack.com. The freeware application includes an ̶0;Acceleration̶1; feature that allows you to speed up the default ATC voice set in FSX. EditVoicepack also includes thousands of editable WAV files, which can be used to change the default ATC phraseology. After you accelerate the voice set and edit the phraseology, the air traffic controllers in FSX will sound more realistic.
