Launch Paint. You can find a shortcut to that application in the "Accessories" folder of your Start menu.
Resize your canvas by clicking on "Resize," deselecting "Maintain image proportions" and typing "256" in both the "Height" and "Width" fields. Click on "OK" to confirm the new canvas size.
Create a spray by using the various editing tools, such as the text or shapes tools, or by copying and pasting other pictures into the new image.
Click on the "Select" tool in the toolbar and select the areas of the picture that you want to make transparent. Then click on the arrow under the "Select" tool to open the menu and select "Transparent selection."
Save your picture in the GIF format by clicking on the Paint icon, selecting "Save as" and clicking on "GIF picture." Name your file and click on "Save."
Convert your GIF file to the Targa format by using one of several free online image converters. Click on the "Browse" or "Select file" button, locate the GIF file on your hard drive and select "TGA" from the "Convert to" drop-down menu. Save the converted TGA file to your hard drive.
Launch "Counter-Strike" by double-clicking on its icon on your desktop. Then click on "Options" and select the "Multiplayer" tab. Click on "Import spray," locate the TGA file on your hard drive and click on "Open" to finish importing your transparent spray into "Counter-Strike."
