Select a region in which to start your city. Avoid regions with uneven land, so you will not have to spend as much to flatten areas.
Spend your money wisely. Avoid purchasing new services for your citizens for which they would not have any use. Once a demand arises for services, such as public transportation, police stations or water treatment plants, then build and enact those services.
Build a variety of structures. Avoid the temptation of wanting a big, booming city right at the start. A successful city will be more than just skyscrapers; it will have farms, suburbs and industry. Zone for agriculture at the start to help layout and pace the development of your city.
Lay low-density and industry zones to begin populating your city. You do not need to supply water to these zones for development to begin, saving you cash early on.
Build your power station away from residential zones to avoid pollution complaints. On the edge of the map is a good place for any power plant.
Build other structures and services, such as schools or fire departments, as the need arises. Look at the demand graph of your citizens to see what they want in particular.
Expand your residential and industry zones as much as you like. Provide water to any residential zones higher than the lowest zone type, and avoid laying water pipes to agriculture and industry zones to prevent water pollution.
