Ensure that your computer's system requirements (aside from the processor) meet or exceed the minimum system requirements of the game. A single-core processor is lower than the minimum system requirements to play the game, so make sure that everything else is up to par so that you can get the maximum performance possible out of the processor. Consult the list of specifications that came with the game or see the Resources for a list of the minimum system requirements.
Shut down any other programs or unnecessary background processes to free up your computer's processing power. Internet windows, instant messaging clients, Twitter clients and custom calendar applications are all programs commonly left open that can be shut down to boost the game's performance.
Decrease the load placed on your processor by lowering the game's optional settings as far as possible. Even quad-core high-end PC systems have trouble running the game well on its highest settings, so choose the lowest settings to give your single-core processor the best shot of running the game.
Open Task Manager while the game is running. Click on the "Processes" tab and sort the system processes by processor usage by clicking the top of the Memory column. Right-click the "grandtheftautoiv.exe" process and, from the pop-up menu, select "Set Priority" and then "High." One by one, select the other processes using a large amount of memory and set their priority to "Low."
