Play the game until you have 60 gold coins and 20 pieces of wood to unlock the Lumber Camp. Click on your main character, then click the "Build" button on the bottom right of your screen. It's the button with a picture of a hammer and planks on it.
Click the Lumber Camp icon to display the building on the game screen. Move it around with your mouse cursor until it turns green, which indicates that it can be built in the area. If it is shown in red, it means some obstruction prevents it from being built in the area.
Left click on the ground when the Lumber Camp is shown in green to build it. The best place is in a area that is near trees. The green circle around the camp indicates the range of the building, so try to include as many trees within its radius for it to be most effective.
Left click the "Next Unemployed" button on the bottom left of the screen to highlight any citizens that don't' have a job. Click on them, then drag them to the Lumber Camp to employ them.
Travel to Woodinville to unlock the ability to upgrade your Lumber Camp. Woodinville is reached by traveling northeast from your main town. Click the "Travel Map" icon at the top of your screen to see the location clearly marked. Complete all the available quests in Woodinville to unlock the Lumber Camp upgrade.
Return to your main town, then click the store page on the top left of the game screen. Click the "Upgrades" tab, then click the green button with the dollar sign on it next to "Lumber Mill." It costs 100 gold and 200 pieces of wood to get the upgrade.
