Instructions
Defragment your "Team Fortress 2" files. Right-click "Team Fortress 2" in your Steam library and select "Properties." Under the "Local Files" tab," click "Defragment Cache Files." Defragmenting your TF2 files will put the data closer to one another so that your hard drive can access them faster.
Update your video drivers. Visit the website of your video card's manufacturer and download any new drivers they may have released. If you don't know what video card is installed in your computer, open your "Start" menu, type into the search box "DxDiag," and press "Enter." Find your video card and its manufacturer under the "Display" tab.
Decrease your video settings. Launch "Team Fortress 2" and click "Options" from the main menu. Select the "Video" tab and click "Advanced." Lower each individual setting, including "Model detail," "Texture detail," "Water detail" and "Shadow detail." Lowered overall detail will decrease the amount of information your computer must load before placing you into the game world.
