Go to Falconreach with your character.

Speak with the elf Ballyhoo. He wears green armor, and will be sitting atop wood boxes in town.

Agree to view the ads in exchange for a reward.

Watch the advertisement, and select "Get Prize" to receive your money. Depending on your character's level, you will receive from 100 to 500 gold.

Speak with Ballyhoo again to receive additional gold, until you have reached the goal of 3,000.
