Getting to One Island and Celio
After you have beaten the Elite Four and have been crowned the Pokemon champion, obtain the National Dex from Professor Oak in Pallet Town. If you have obtained more than 60 Pokemon, Oak upgrades your Pokedex to a National Dex, allowing you to capture an additional 236 Pokemon. Once this is complete, speak to Bill in the Cinnabar Island Pokemon Center. Select "Yes" to his offer to take you to the Sevii Islands on his boat. Bill takes you to One Island, where you meet Celio, a Pokemon programmer who is working on a trading machine. However, to power the machine, Celio needs two items: a ruby and a sapphire -- both of which can be found on the Sevii Islands.
Obtaining the Ruby
The ruby can be obtained on One Island and is required to obtain the sapphire. Use a Pokemon that knows Surf to traverse the ocean south of One Island to reach Mt. Ember, the location of the ruby. Once inside Mt. Ember, speak to the two Team Rocket members to your right. Defeat both of them in battle and follow the route they were guarding, using a Pokemon that knows Strength to move the boulders in your path. When you reach an intersection, choose the southern route to locate the ruby. Return the ruby to Celio at One Island and Bill upgrades your Tri-Pass, received automatically when you first arrived at Sevii Islands, to a Rainbow Pass. This allows you to visit any island in the Sevii Island chain.
Obtaining the Sapphire
To obtain the sapphire, travel to Six Island using Bill's boat. Leave the Six Island town using the west exit to travel to Ruin Valley. Drop down the hole in Ruin Valley to reveal the sapphire. However, a Team Rocket member steals the sapphire before you can obtain it. Travel to Five Island and enter the Team Rocket warehouse; you need a password to get in, but the first part is obtained while getting the ruby and the second part obtained immediately after the sapphire is stolen. Defeat all of the Team Rocket members in the warehouse to obtain the sapphire. Travel back to One Island and give Celio the sapphire.
Rewards for Obtaining Both the Ruby and Sapphire
After giving both the ruby and sapphire to Celio, his trading machine becomes completely operational; you gain the ability to trade with "Pokemon Ruby," "Pokemon Sapphire" and "Pokemon Emerald." You can do this at any Pokemon Center using the same method as trading with "Pokemon FireRed." In addition, Cerulean Cave, located northwest of Cerulean City, is now able to be entered. Inside you can find a variety of items, such as TM24 and Rare Candy, and the strongest Pokemon in the game you can catch: Mewtwo, a Level 70 Psychic-type legendary Pokemon.
