How Do You Teach Pikachu Surf in Pokemon Yellow?

The Electric-type Pokemon, Pikachu, has become popular through the anime series that followed the "Pokemon" games. With the release of "Pokemon Yellow," talk of a Pikachu that knew the Water-type move, Surf, began to surface. With this Pikachu, not only could you take down Pokemon that are usually immune to Pikachu's Electric-type moves, but you could also play a mini-game in "Yellow" called Pikachu's Surfing Beach. The Pokemon was handed out to winners of Nintendo's Get a Surfing Pikachu contest. Although the event has long since passed, you can still acquire a surfing Pikachu.
