How Do I Upgrade an EXPN Card on Pokemon Silver?

In "Pokemon Silver," you will receive the EXPN Card for your PokeGear in Goldenrod City. This card allows you to tune in to any radio station in the Johto region with the PokeGear. Once you reach the Kanto region, you will need to upgrade the EXPN Card to tune in to radio stations in Kanto. With the radio upgrade, you will be able to wake up Snorlax on Route 7 by listening to the PokeFlute station.

Instructions

  Go to the Radio Tower in Goldenrod City, Johto. Speak to the woman minding the far end of the counter. Answer her five questions with the following responses: "Yes," "Yes," "No," "Yes" and "No." She will give you the card for your PokeGear.

  Surf to the Power Plant, located on Route 9 of the Kanto region. Speak to the manager inside and he will tell you about a missing machine piece. Leave the Power Plant. Before you leave, a guard will tell you about a shady character. Fly to Cerulean City, Kanto.

  Go to the Pokemon Gym and you will run into the shady character who stole the machine piece. Enter the Pokemon Gym after the Rocket member flees. Find the missing machine part on the bridge inside.

  Return to the Power Plant and give the missing machine part to the manager. He will give you a Technical Machine to express his thanks. Fly to Lavender Town, Kanto and enter the Radio Tower.

  Speak to the man who is facing the wall. He will upgrade your EXPN Card after thanking you for fixing the generator in the Power Plant by finding the missing machine piece.
