Travel along Routes 132, 133 and 134 (all these are in the Hoenn region) to find Horsea. Approach the water along these routes and use a fishing rod until Horsea appears in a random encounter. Use an Electric- or Grass-type Pokemon to weaken it. Throw a Pokeball to capture Horsea.
Deposit a Pokemon into the PC in the Pokemon Center and withdraw Horsea, if Horsea is not already in your party. If you did not have enough space in your party when you captured Horsea, it automatically transferred to the PC.
Select Horsea from your Pokemon party to view its details. Approximately one out of every 20 Horseas you'll encounter will carry a Dragon Scale. If your Horsea does not have the Dragon Scale, catch another Dragon-type Pokemon such as Dragonite, Dratini, Shelgon or Bagon, or catch another Horsea to see if it carries the Dragon Scale. Once you acquire a Pokemon that carries the Dragon Scale, remove the Dragon Scale from that Pokemon and equip it to Horsea.
Heal Horsea in the Pokemon Center. Use Horsea in battle or feed it rare candy until it reaches Level 32. Horsea will evolve into its second form, Seadra. Save your game and turn off the Game Boy Advance.
Find a friend who possesses a copy of "Emerald," "Ruby" or "Sapphire." Connect the two systems using a Game Boy Advance link cable.
Turn on both Game Boy Advance systems. You and your friend should both speak to the Cable Club representative of any Pokemon Center to enter the trade screen. Once in the trade screen, select Seadra to trade to your friend. Seadra evolves into Kingdra when it is traded while holding the Dragon Scale.
Repeat the trading process to trade Kingdra back to your Pokemon party.
