How to Make Level-30 Pokemon Obey
Travel to Cerulean City and go into the building marked "Gym."
Talk to the Misty, who is standing in the middle of the gym. She will challenge you to a Pokemon battle.
Defeat her to earn the Cascade Badge, which will make traded Pokemon up to level 30 obey you. Misty uses water-type Pokemon, which can be more-easily defeated by using electric-type Pokemon such as Pikachu or Voltorb.
How to Make Level-50 Pokemon Obey
Travel to Celadon City and go into the building marked "Gym."
Walk over to Erika, who is standing in the middle of the gym. Defeat the Pokemon Trainers who challenge you to Pokemon battles as you walk toward Erika.
Talk to Erika. She will challenge you to a Pokemon battle.
Defeat Erika to earn the Rainbow Badge, which will make traded Pokemon up to level 50 obey you. Erika uses grass-type Pokemon, which can be more-easily defeated by using fire-type Pokemon such as Charmander or Growlithe.
How to Make Level-70 Pokemon Obey
Travel to Saffron City and go into the building marked "Gym."
Step on the warp plates to reach the room with Gym Leader Sabrina. First use the warp plate on the east side of the room, then the northeast plate, followed by the northwest plate, then southwest plate and finally the southwest plate again.
Talk to Sabrina, who is standing in the middle of the room. She will challenge you to a Pokemon battle.
Defeat Sabrina to earn the Marsh Badge, which will make traded Pokemon up to level 70 obey you. Sabrina uses psychic-type Pokemon, which can be more-easily defeated by using bug or ghost-type Pokemon, such as Pinsir or Gengar.
How to Make Pokemon up to Level 100 Obey
Travel to Viridian City and go into the building marked "Gym."
Follow the arrows on the gym floor until you reach the northwestern end of the building. You will see Gym Leader Giovanni standing here.
Talk to Giovanni and he will challenge you to a Pokemon battle.
Defeat Giovanni to earn the Earth Badge, which makes all traded Pokemon up to level 100 obey you. Giovanni uses ground-type Pokemon, which can be more-easily defeated by using flying or water-type Pokemon such as Blastoise or Pidgeot.
