A Step-by-Step on How to Get Lugia After Getting the Silver Wing

Lugia, along with Ho-Oh, is one of the Legendary Birds of the Pokémon game series. Lugia was introduced in the second generation of the series as the mascot for Pokémon Silver. During the events of Pokémon Silver on the GameBoy Color and Pokémon SoulSilver on the Nintendo DS, you obtain a key item necessary to meet and capture Lugia: the Silver Wing.

Instructions

  Collect your Silver Wing from the man atop the Radio Tower in Goldenrod City. You receive this automatically after defeating Team Rocket.

  Travel to Blackthorn City and challenge Clair, the final gym leader. Once you defeated Clair, she demands that you surf to the Dragon's Den. Complete the challenges in the cave and Clair reluctantly gives you your final badge.

  Fly to return to New Bark Town. Go to Professor Elm's lab and speak with the Professor. You have an interaction with your rival and then receive the Master Ball from the Professor.

  Fly to Ecruteak City and go to the Kimono House. You will meet your rival walking out and have a short discussion. Heal your Pokémon and save the game. Go inside and you will automatically engage in five battles against all of the Kimono Girls. Defeating them will earn you the Tide Bell, the final item to battle Lugia.

  Fly to Olivine City or Cianwood City and put a Pokémon with Surf and Whirlpool in your party. A Tentacool is capable of learning both. You also will need a Pokémon with Flash.

  Surf to the Whirl Islands near Route 41. Use Whirlpool and head to the Northeast (top-right) island.

  Enter the cave, using Flash when needed to light the cave, and head East. After a short ledge you'll find a branch continuing East and one going South. Keep going East and then North to a ladder.

  Take the Ladder down and head South, then West, until you find another ladder. This ladder will lead you to a cliff outside the cave. There is a bald NPC standing in front of a ramp leading down the cliff. With the Silver Wing in your possession he will move aside and allow you to climb down. Pass the first cave you see and continue all the way down. Save your game and enter the cave to battle Lugia.
