Insert the Action Replay cartridge into the Gameboy, and insert the "Pokemon Emerald" game into the game slot located on the Action Replay cartridge.
Scroll the games lists, and select "Pokemon Emerald."
Select "Mythic Ticket" when the code menu appears. If the code does not appear, choose "Enter Code," and enter the code "BE39B3A8 280987E1."
Select "Start Game" from the Action Replay menu.
Locate a Pokemon center, find a PC and press "A" to boot the PC.
Scroll through your items list, and select "Mythic Ticket." The ticket will allow you to enter Navel Rock.
Learn the False Swipe move. This move reduces a Pokemon's health to one, making the move ideal for weakening a Pokemon but not harming it. Only certain Pokemon, such as Sceptile, Ninacada and Zangoose, can learn the move after a certain level.
Learn the Sleep move. This move will put Pokemon to sleep, rendering the enemy defenseless. Like the False Swipe move, only certain Pokemon, such as Drowzee, Jiggily puff, Slowpoke and Exeggcute, can learn sleep.
Prepare yourself for battle. Purchase Timer Balls, and place them in your backpack. Timer balls are found in Rustboro City after you have beaten the Mossdeep City gym leader. Rearrange your Pokemon so that the Pokemon that knows the Sleep move is sent out first, followed by the Pokemon that knows the False Swipe move.
Visit Navel Rock. When the path splits, go left and upstairs to face Ho-Oh and right and downstairs to face Lugia.
Use the Sleep move on Ho-Oh and Lugia as your first move. When Lugia or Ho-Oh is asleep, retrieve your Pokemon and send out the Pokemon that knows the False Swipe move. Use the move and retrieve the Pokemon, and again send out the one that knows the Sleep move.
Use the Sleep move each time Lugia or Ho-Oh wakes up. Continue until you have completed 30 turns of battle.
Use a Timer Ball after 30 turns to capture the creature. You can also use a Master Ball; however, you are only given one Master Ball per game.
