Train your Pokemon whenever possible. A number of characters in the Pokemon game world aren't part of the game's main plot, existing only to offer players the chance to experience additional battles with different Pokemon types. The more battles you take part in, the more experience your Pokemon will gain and the faster they'll level up.
Explore the game world extensively. Walking through tall grass and other environments gives you the chance to encounter wild Pokemon, from which you can battle and gain experience. This also lets you attempt to capture additional Pokemon who aren't in your collection.
Equip the "Exp Share" item on one of your active Pokemon when you find it. The item allows the Pokemon using it to receive experience even if you don't use it in a battle. To get the item you must have 50 Pokemon in your Pokedex and talk to the Professor's Aide on the second floor of the Transfer Building in Fuchsia City.
Trade your Pokemon if you have access to another Game Boy Advance with a copy of "Pokemon Fire Red" or "Pokemon Leaf Green." Traded Pokemon gain experience at an accelerated rate, so your Pokemon will level up faster as long as they are actively used in battle on the other game. Once they have leveled they can be traded back.
Use "Rare Candy" to increase the level of one of your Pokemon automatically. The "Rare Candy" item is found in a few locations throughout the game, so you'll have access to more than one of the item as the game progresses. Using "Rare Candy" removes it from your inventory.
Equip a Pokemon with the "Lucky Egg" item if you receive one. The "Lucky Egg" increases the experience the Pokemon earns by 1.5 percent, resulting in faster leveling. To receive the item you have to capture the rare "Chancey" Pokemon; there is a 5 percent chance that you will receive a "Lucky Egg" once the Pokemon is captured.
