  Turn the toggle around in a circular motion. This can be clockwise or counterclockwise, it doen't really matter as long as it's in a circular motion.

  Press the "A" button while doing this. Mario will do a spin jump at this point.

  If you really want to get fancy, hold down the "R" button just slightly while he is in the air as he will not only spin in the air, but he will spray water all around him as well. This is really handy if you suddenly find yourself surrounded by enemies or too much of Yoshi's fruit.
