How to Get Latias in Pokemon Soul Silver Without a WiFi Event

Trading

  Find a friend with a copy of "Pokemon HeartGold."

  Choose a Pokemon to trade for Latias. Your friend may be interested in getting Latios in exchange for Latias, but any Pokemon they agree to will do.

  Visit the Pokemon Center and head upstairs, then talk to the woman at the center-most desk. Save your game when prompted.

  Trade your Pokemon for Latias.

Transfer

  Visit Fuchsia City and head to the Pal Park. Talk to the desk attendant, then save your game and turn off your Nintendo DS.

  Catch Latias in "Pokemon Sapphire" or "Emerald," either on your GameBoy Advance or Nintendo DS, and make sure Latias is in your party. Save the game then turn off your console.

  Make sure that "Pokemon SoulSilver" is in the Nintendo DS cartridge slot, and the game you caught Latias in is in the GBA cartridge slot.

  Turn your Nintendo DS back on and select "Pokemon SoulSilver." Choose "Transfer" at the main menu instead of "Continue."

  Select Latias to transfer over to "Pokemon SoulSilver." You can also transfer over any other Pokemon you like at the same time.

  Continue your game of "Pokemon SoulSilver" and head to Fuchsia City's Pal Park. Talk to the man at the desk and enter the Pal Park.

  Head to the Field Area of the Pal Park and explore the tall grass until you encounter Latias. Throw a Park Ball once you find her, as this will ensure capture.

Action Replay

  Insert your copy of "Pokemon SoulSilver" into your Action Replay cart, then put the Action Replay into the cartridge slot on your Nintendo DS. Be careful not to activate too many cheats at once, as the Action Replay can potentially damage or even delete your save.

  Turn on the Nintendo DS, which should automatically load the Action Replay menu. Tap the wrench icon in the bottom right and then select "Enter New Code."

  Tap the arrow in the bottom right, and name the newly entered code something memorable like "Latias." Continue when prompted.

  Enter the house just above the Vermillion City Gym, and press the "Start" and "Select" buttons at the same time. Exit the house to battle and capture Latias.
