How Do I Unlock the Pal Park in the Pokemon SoulSilver Game?

In the fourth-generation ̶0;Pokemon SoulSilver,̶1; "HeartGold," "Diamond," ̶0;Pearl̶1; and ̶0;Platinum" games, the Pal Park is a special area that allows players to transfer Pokemon from the third-generation ̶0;Ruby,̶1; ̶0;Sapphire,̶1; ̶0;Emerald,̶1; ̶0;FireRed̶1; and ̶0;LeafGreen̶1; games. Once six Pokemon are transferred, players can enter the park, find the Pokemon in their preferred habitats and capture them with special Park Balls that function like Master Balls. In ̶0;Pokemon SoulSilver̶1; and "HeartGold," the Pal Park replaces the Safari Zone from previous games.
