Instructions
Make your way to the Rocket Game corner, located in Celadon City. It sits to the left of Saffron City along Route 7.
Enter the game corner, which is the large building situated just down and to the left of the Pokemon center. You will recognize it by the purple arch in front of the door. Walk up to the Team Rocket member you'll see standing next to a poster inside at the back of the room. Press the "A" button to talk to him. This will trigger a battle.
Stand in front of the poster and press the "A" button to examine it after you have won the battle. This will reveal a hidden switch that opens a set of stairways to your right. The stairs lead to the secret Team Rocket hideout.
Enter the hideout and walk right to go down the next flight of stairs. Go left and defeat the Team Rocket member. Take the stairs near him that leads down to the third floor of the basement.
Go left and use the green floor tiles to propel your character to the bottom area of the room. If you step on a green floor tile, it will move you in the direction of the arrow on the tile until you reach a yellow tile, which will stop you. Once you reach the bottom area, go right and go down the stairs.
Walk left and then up to find another Team Rocket member. Defeat him in battle and pick up the lift key that he drops. Go back up the stairs and use the floor pads to return to the top area of the room. Take the next set of stairs up.
Walk left and use the green floor tiles to get to the bottom area of the room. Walk right and you will find a lift. Enter the lift and press the "A" button in front of the keypad. Select the fourth floor when asked where you want to go.
Exit the lift and then walk left and up. Defeat the two Team Rocket members guarding the door in order for it to open. Enter and you will encounter the boss of Team Rocket, Giovanni. Defeat him in battle to gain the Silph Scope item, which will allow you to get past the steps in the top level of the Pokemon Tower. You will find it standing next to his desk after he leaves.
Return to the lift and use it to exit the hideout. Exit the game corner and then return to the Pokemon Tower, which is in Lavendar Town right next to the Pokemon Center.
Make your way up the tower floors by beating all the trainers that try to stop you along the way. Make your way to the steps that you couldn't previously pass, and the silph scope will reveal the identity of the ghost blocking your way. You will find that it is a level 30 Marowak, which you can now battle normally without your character getting scared off.
Defeat the Marowak and you will receive a message stating that her spirit has been calmed. You are now able to go up the stairs and go rescue Mr. Fuji, whom Team Rocket holds hostage at the top.
