Dragon Scale
The Dragon Scale is listed as an "evolution-inducing item" first introduced into Pokemon games during Generation II, with the release of "Gold Version," "Silver Version," and "Crystal Version." From then on, it's maintained the same use and has been present in each game. The "HeartGold" description for the Dragon scale states that it is a "thick and tough scale," and that "Dragon-type Pokemon may be holding this item when caught."
Seadra to Kingdra
The Dragon Scale is used in "HeartGold" to evolve only one Pokemon, Seadra. This evolved form of Horsea resembles a seahorse and often employs Dragon-type moves, but is only a Water-type and receives no attribute bonuses to these attacks. With the Dragon Scale, Seadra evolves into Kingdra, a more regal and fearsome seahorse that is a dual-type Water and Dragon Pokemon. Kingdra is more robust and powerful than Seadra, and can learn moves that would otherwise be limited to its prior evolutionary stages.
How To Use
In order to evolve Seadra to Kingdra with the Dragon Scale, you'll need a friend willing to trade back and forth. For starters, equip the Seadra with the Dragon Scale. Then connect your Nintendo DS with a friend's Nintendo DS and trade with them. Their game must be compatible with yours to trade, which means they will have to be playing the "Diamond," "Pearl," "Platinum," "HeartGold," or "SoulSilver" versions of the game. When Seadra reaches your friend, it will evolve into Kingdra. Then have your friend send Kingdra back to you so you can enjoy your powerful new companion.
Where to Find
In "HeartGold," Dragon Scales can be found at Mt. Mortar and the Pokeathlon Dome on Wednesdays and Fridays. Dragon Scales can also be found on random wild Horsea, Seadra, Dratini and Dragonair.
