Why Won't My Feebas Evolve in Pokemon Sapphire?

Feebas, Pokemonŝ, is notorious amongst Pokemon players for being one of the most difficult to catch and evolve. Many Pokemon have different requirements for evolution than simply reaching a certain level, but Feebas requires action completely outside of battle of any kind to evolve into Milotic. If you can find this very rare Pokemon, you'll need to focus on its stats by using PokeBlocks.
  1. Catching Feebas

    • If you don't already have a Feebas, you're in for a rough trip. Feebas can only be found on Route 119, but amid the 400 or so blocks of water, Feebas shows up in only six. To make things more difficult, the blocks in which Feebas will show up are completely random ̵1; and it won't show up every time. You can use a number of different rods, but the Super Rod is your best bet. Try each block about five or six times, then move on to the next one.

    Raising Beauty

    • Each Pokemon has five different stats that are important for different contests in the Pokemon world: Tough, Cool, Beauty, Smart and Cute. These stats are affected by your Pokemon's nature, but can also be changed by the type of PokeBlocks you feed to it. In order for Feebas to evolve, the Beauty stat alone needs to be raised to its maximum. The other stats aren't relevant, so it doesn't matter what they are; just focus on Beauty.

    Collecting Berries

    • To make the right type of PokeBlocks, you need the right type of berries. Feebas needs blue and indigo blocks, which can be made from a variety of berries. Level 10 berries you can use are the Chesto, Oran, Lum, Bluk and Wepear berries. Level 25 berries you can use are the Wiki, Kelpsy, Hondew and Cornn berries, and you can also use the Level 50 Pamtre berry. Pick a number of each berry, and remember to re-plant a seed each time so they will grow back for later.

    Creating PokeBlocks

    • To create the blocks you need, visit any Pokemon Contest Hall to use the PokeBlock machine. Toss in the berries you picked to create the blue and indigo blocks, which you can then feed to your Feebas. Check its stats every so often to make sure the Beauty stat is being raised. When it has hit the maximum, you no longer need to feed it any berries.

    Level Up

    • Once your Feebas has its Beauty stat maxed out, all you need to do is level it up once, at which point it will evolve. To save time, get your Feebas close to leveling before playing with its Beauty stat; if you do it this way, once the stat is maxed, you will only need to fight a few battles to get the experience you need to level up. Alternatively, you can use a Rare Candy, which levels up a Pokemon instantly.
