How to Move the Wailmer in Pokemon Ruby

The only way to reach Mosdeep City in "Pokemon Ruby" is to surf through the water in Route 124. Unfortunately, when you reach Route 124, your path is blocked by multiple water Pokemon called Wailmer, which are special Pokemon that you cannot battle. The only way to clear the Wailmer is by confronting the people who are responsible for blocking your path in the first place: Team Magma. The quest to confront Team Magma begins after you complete the Mt. Pyre portion of the game.

Instructions

- 1
  Fly to Slateport City and talk to Captain Stern. You will see him by the harbor being interviewed by a TV news crew. After the cut scene, talk to Maxie -- the leader of Team Magma -- in the shipyard. Afterward, the door to Team Magma's base will no longer be guarded.

  Fly to Lilycove City and then walk to the beach. Follow the beach path north until you reach the end of a narrow strip of land. Use the "Surf" ability to swim east until you reach a cave in the middle of the water. This is Team Magma's base.

  Prepare your Pokemon team before entering the base. You will encounter several Team Magma grunts in each room of the base; all of these villains use Fire Type and Ground Type Pokemon. Stock your team with Water Type and Flying Type Pokemon to give yourself the best chance of defeating them.

  Enter the base and take the southernmost teleporter to receive a Max Elixir. Return to the first room and take the other teleporter to continue to the next room. Walk north to the open doors to reach the third room and then take the only teleporter to reach the fourth room.

  Take the teleporter on the lower left side of the fourth room and then take the next teleporter in the next room. This places you in a teleporter maze. Take the first teleporter, the middle teleporter, the last teleporter and then the last teleporter once again to enter a room with rare treasure. Take the upper left Pokeball in this room to receive the only Master Ball in the entire game. Exit the way you came in.

  Take the teleporter in the lower right corner to enter the fifth room. Head north to the open door to access the final room.

  Use the teleporter in the upper left corner of the room to reach the area of the room that contains a Nest Ball and then teleport back. Take the teleporter in the lower left corner of the map to move to the other side of the water. Here, you will be confronted by Magma Admin Tabitha.

  Defeat Magma Admin Tabitha's Pokemon to complete your mission in the Team Magma base. Tabitha also uses Fire and Ground Type Pokemon.

  Take the final teleporter to return to the entrance of the base. Exit the base and use the "Surf" ability to head east. The Wailmer are no longer in the water.
